The company, which will provide safety and security of Eurovision in the Sports Palace itself, will be defined by tender. Other security sectors will be controlled by the Ministry of Internal Affairs, Emergency Ministry, Department of State Security and the Security Service of Ukraine.
The security of the Eurovision Song Contest will be provided by the following bodies:
1. Ministry of Internal Affairs will patrol the venue on the whole (along the external perimeter); traffic police will supervise the traffic in the adjacent territory around the Sports Palace and on the approaches, it will also deal with the escort of groups of guests during excursions and sightseeing tours.
2. Emergency Ministry will provide fire and medical security of the participants as well as control of the use of pyrotechnics and illuminations.
3. Department of State Security will guard the VIP-guests (for example, President or Prime-minister, who will be the guests of the Eurovision Song Contest), and check all equipment with regard to its safety.
4. Security Service of Ukraine will prevent possible acts of terrorism and emergency situations with respect to security.
Security inside the Sports Palace will be provided by a private security firm, which will be selected by means of tender. According to the EBU regulations, the guards should not wear military or similar uniform. The standard of the uniform is now being developed by the creative board of the ESC. There will be women among the guards.
From the point of view of security, the Palats Sportu underground station entrance/exit most likely will be closed during the show in order to avoid crushes in the crowds of people and to make the placement of some additional constructions in the adjacent territory possible.
Except for the Sports Palace, 13 hotels (where the participants of the Contest and guests from different countries will be accommodated) and the EuroClub, the place for participants to have a rest after their performances, will be intensively guarded.
Only the persons with special accreditation access cards will be allowed in the technical area (where additional services will be located).
For Eurovision visitors, requirements, which will be indicated on the reverse side of the entrance tickets, have been introduced. In particular, it is forbidden to bring in weapons, alcohol, glass, metal, plastic and other packages, flash lights, pyrotechnics, photo- and video cameras and also domestic animals to the territory. Metal detector gates and X-ray controls will be installed at the entry points.
The 2005 Eurovision Song Contest international sponsors are Nemiroff and Kyivstar companies.
