Yuriy Lutsenko, Minister of Internal Affairs of Ukraine, personally supervises the process of preparation and hosting the ESC 2005. He took part in development and discussion of security plan and also appointed special deputy - Volodymyr Rudik -for coordination of the public order security during Eurovision.

Representatives of the structures, which will guard Eurovision - MIA, Security Service of Ukraine, Administration of the State Security and Emergency Situations Ministry gathered together on March 25, 2005. At the meeting complex security plan for such MIA structures as Department of public security, State motor licensing and inspection department and other operational departments and branch services was approved.

Oleg Zapadnyuk was appointed as the representative of the Minister. His responsibilities include direct cooperation with the Song Contest organizers, operational management and supervision on the venue.

According to the information of colonel Mayevskyi V. I., the Chairman of the Civil Security Department of the Ministry of Internal Affairs of Ukraine, there had been worked out the system of custodial services of public order in the city, on sites and on the territory around the venue of the ESC. 13 official hotels, transportation routs of the participants and guests will be treated with an enhance monitoring. The actions on the places of public events will be worked out on the fly.
